Millions of workers will be given the right to ask for time off work to go on training courses.
And up to 4.5million parents could benefit from plans being announced today to allow parents of older children to ask for flexible working as well.
Extending workers' rights was a key plank of Gordon Brown's draft legislative programme announced yesterday, which also included a pledge to protect the rights of temporary workers.
The Government believes the "radical" move to help up to 22 million workers in England get on training courses will help workers become more productive and boost their careers as well as helping companies.
Employers will be legally obliged to seriously consider requests for training, but could refuse if there was a good business reason.
Meanwhile Business Secretary John Hutton will today unveil plans to extend the right of parents to ask for flexible working, which is currently restricted to 6million parents whose children are under six or disabled.
