City wind turbine plan set to go ahead despite residents' objections

PLANS to install a 15-metre high wind turbine to help provide power for a Sheffield health centre are being recommended for approval.

Sheffield Council has received some objections to the proposals for the turbine on land at Birley Lane, Birley, but officials are recommending councillors approve the scheme.

There is a housing estate nearby, with playing fields also in the area, and two neighbours have written to the council suggesting the positioning of the turbine is inappropriate to generate power. They say a viability assessment should be conducted before permission for a permanent structure is granted.

It is also suggested that turbines should not be built within a mile of residential properties and that it may create a noise that will disturb those living nearby.

Council officials say the turbine would be visible from the surrounding area and a report states: "The site is not located within a particularly sensitive location such as the green belt or an area of high landscape value and will be set against a backdrop of other buildings and structures rather than a wholly isolated position."

They do not believe there would be any problems from 'flicker' – caused by the sun shining through moving rotor blades – and say there is no evidence that noise on a level to disturb neighbours would be created.

"The proposed wind turbine is considered to be acceptable in principle and will not result in any demonstrable harm in terms of visual impact, noise, highways, radio, television and radar interference," says the report.
