Rotherham was named as the region's worst education authority in a table which ranked councils on the number of pupils who reached the expected level in English, maths and science.
The town saw a quarter of its pupils fail to achieve level four in the English and maths in last year's Key Stage Two tests and finished 12th from bottom in a table of England's 150 education authorities.
However the council said despite the fall its test scores had actually improved.
Catharine Kinsella, director of learning services, said: "Clearly these figures show that although we have seen rises in results in maths and English in recent years we still have some way to go to get to the standards we want to achieve.
"We are already working on a wide range of initiatives with schools and communities across Rotherham to help raise standards and we expect to see big improvements in the coming years."
She also said schools would benefit from the Inspire Rotherham project which will receive 2.94m of funding from Yorkshire Forward and aims to promote reading, writing, speaking and listening skills in Rotherham.
