Sex offender detained for being ‘risk’

A SEX offender has been detained without time limit under the Mental Health Act after a court heard he is currently considered a risk to women.

A psychiatrist told Leeds Crown Court yesterday that Elwin Cuffy suffers from paranoid schizophrenia for which he is currently receiving treatment in Newton Lodge Hospital, Wakefield, a medium secure unit.

Cuffy, 45, of Simmons Court, Leeds, was convicted by a jury earlier this year of sexual assault on a 16-year-old girl in the Cross Gates area of Leeds last year.

Kirstie Watson prosecuting said his victim was walking home in the afternoon when Cuffy approached asking for directions.

He then began walking alongside her and when she reached her driveway asked if he could get a goodbye from her. When she said “No” he grabbed hold of her and tried to kiss her.

She turned her head away and screamed and Cuffy let her go and ran off. The incident was partly witnessed by a neighbour.

The court was told Cuffy had previously been the subject of a hospital order in 1998 after convictions at Nottingham Crown Court for robbery and possession of an imitation firearm.

The Recorder of Leeds, Judge Peter Collier QC, told Cuffy in view of the recent offence, the medical reports and his background it was appropriate for him to be detained in hospital under Section 37 of the Mental Health Act and because of the current risk it should be restricted without time under section 41.
