Mr Osborne was at the Dean Clough Mills in Halifax where he visited small businesses, to promote the introduction of the Employment Allowance in April.

The new measure entitles businesses and charities to a £2,000 allowance to reduce their employer National Insurance bill.

Analysts say firms could save £200 per employee in employment tax.
