Public Health Minister Anna Soubry said she is in favour of the introduction of standardised cigarette packs.
Health campaigners welcomed the proposal, announced last year, but opponents claimed it would increase smuggling and job losses.
Information generated by the consultation, which closed last August, is still being analysed.
Yesterday, Ms Soubry was asked on BBC Radio 4’s Today programme if she was in favour of plain packaging, as has become the law in Australia.
She said: “I am”, adding: “Oh, no, it doesn’t mean it’s going to happen because we haven’t had the debate.”
