Police officers to face no further action over case of murdered toddler Riley Siswick

No further action will be taken against two West Yorkshire police officers, an independent panel has decided at the conclusion of a misconduct hearing.

The panel heard allegations against two detectives and a constable over the way they investigated the murder of three-year-old Riley Siswick at his home in Huddersfield in 2016.

One allegation of misconduct was proved on a limited basis for Detective Inspector George Bardell, who breached the standard of professional behaviour in relation to duties and responsibilities, West Yorkshire Police said.

Two allegations of misconduct were also proved on a limited basis for PC Oliver Scoones, who breached the standard of professional behaviour in relation to duties and responsibilities.

The panel cleared Detective Superintendent Mark Swift of all allegations.

Neither DI Bardell nor PC Scoones will face further action.

The hearing followed a 10-month watchdog investigation by the Independent Office for Police Conduct.

In June 2019 Kyle Campbell, who was 27 at the time of sentencing, was found guilty of murder and of causing or allowing the death of a child.

He was given a life sentence with a minimum of 20 years.

Kayleigh Siswick, who was also 27, was found guilty of causing or allowing the death of a child and was sentenced to seven years in prison.

IOPC regional director Miranda Biddle said: “We are satisfied that these necessary, worthwhile hearings have taken place; not least that Riley’s family, and the wider community have had the opportunity to hear the officers account for their actions.

“We continue to work with West Yorkshire Police, where numerous processes have already been changed as a result of our investigation, particularly around preparing reports for coroners, and carrying out investigative work."
