Cutbacks: Back to the drawing board as transport funding battle starts

OFFICIALS behind some of the region's major transport schemes are preparing to return to the drawing board as they join the battle for Government funding.

Officials behind 14 schemes were still hopeful of getting a slice of a 600m pot despite the disappointment of not getting the green light yesterday.

Ministers have admitted work on any of the schemes is unlikely to start before 2012 at the earliest, and officials have been warned that those who cut costs or find more of a contribution locally are the most likely to go ahead.

The deputy chairman of West Yorkshire Passenger Transport Executive, Ryk Downes, said: "While we would have preferred definite go-aheads today, we see the fact that we will be able to make further representations to the Government on the trolleybus scheme and the rail growth package as positive news."

Leeds West MP Rachel Reeves said funding for a new railway station at Kirkstall Forge was "genuine value for money" and business leaders in the city said they would continue to campaign "tirelessly" for the trolleybus scheme.

Hull City Council leader Carl Minns welcomed the pledge to carry on working up major improvements for the city's A63 Castle Street, which clogs up traffic to and from the ports, which could still begin on time in 2016, and business leaders were adamant it must not be delayed further.

But the leader of North Lincolnshire Council, Mark Kirk, said delays to the A160 improvements at the Port of Immingham – costing 110m – were "a major blow for the Humber" after Transport Secretary Philip Hammond said the scheme would not go ahead until 2015 at the earliest.

n New southern entrance to Leeds Station.

In the running for 600m pot 2011-2015 – but urged to cut costs:

n Waverley link road, Rotherham – new 1.9km route;

n Beverley Integrated Transport Plan – town centre relief road, 750-space park and ride and other improvements;

n Bedale-Aiskew-Leeming Bar Bypass, linking to A1(M);

n Leeds Rail Growth Package – includes new stations at Kirkstall Forge and Apperley Bridge;

n Three park and ride schemes in York;

n White Rose Way Improvement, Doncaster – dualling upgrade of 1.7km of road from M18 junction 3, new bridge and junctions;

n A18-A180 link - new link road at Port of Immingham;

n Additional vehicles for Sheffield Supertram;

n Leeds New Generation Transport – Trolleybuses.

Further work required to see if they can be added to schemes competing for 600m pot:

n Castleford Town Centre Integrated Transport Scheme – new bus station and other improvements;

n A164 Humber Bridge to Beverley Improvement – roundabout improvements and cycle lanes;

n South Yorkshire Bus Rapid Transit Phase One (Northern Route);

n A61 Penistone Road Smart Route, Sheffield – better access between city centre and north Sheffield;

n Leeds Inner Ring Road Maintenance.
