The accident led to major disruption from road closures on both east and westbound routes and tailbacks stretched out of the city as far as the Humber Bridge. Motorists were taking more than two hours to cover just a couple of miles.

Police appealed for anyone who saw the white tractor unit and trailer, carrying the green portable office, prior to the accident, or the accident itself. The accident happened on Garrison Road, at the roundabout junction with Great Union Street.

Officers would particularly like to speak to the driver of a silver vehicle, believed to be a Ford C Max, which initially stopped at the scene.

Anyone with information is asked to call the police on 0845 6060222.
