Full list of 82 Yorkshire schools hit by Gove's axe

MORE than 80 school rebuilding projects in the region worth at least £1bn have been scrapped as the Government announced its decision to axe a massive spending programme.

Education Secretary Michael Gove said the Building Schools for the Future (BSF) scheme had been beset by "massive overspends, tragic delays, botched construction projects and needless bureaucracy".

But experts warned last night the decision to pull the plug on all school projects which had not yet been signed off could send some construction firms out of business.

Plans to rebuild or refurbish 82 secondary and special schools in Bradford, Doncaster, Kirklees, North East Lincolnshire, Rotherham and Wakefield have now all been stopped.

There are also question marks hanging over building work at 10 academies and a studio school which will each be reviewed by Ministers individually.

Roger Tilbrook, a regional spokesman for the National Institute of Chartered Surveyors, said the move could drive some firms out of business.

"A lot of consultants and contractors moved toward specialising in the public sector because of initiatives like BSF. They will now be in a very difficult position and I could see it affecting their long term futures."

Nationally 715 schools will see rebuilding projects cancelled with another 123 academies under review on a case-by-case basis. Mr Gove told MPs yesterday the BSF process had become too bureaucratic, meaning it could take three years for councils to even begin building.

However, Shadow Schools Secretary and Morley and Outwood MP Ed Balls said the Government had made a shameful statement which had "axed hundreds of brand new schools from communities across the length and breadth of our country."

The leader of one of the councils hardest hit by the cuts has accused Ministers of not caring about young people's life chances.

Kirklees Council leader Mehboob Khan said: "We will be missing out on around 450m. In parts of Kirklees 15 per cent of young people leave school without going onto further education, employment or training. This decision by the Government shows they do not care about changing these numbers. I wrote to the Education Secretary Michael Gove setting out the strong reasons for BSF funding in Kirklees to be protected and I am very disappointed by this announcement."

Mr Gove told MPs that rebuilding projects at 706 schools which had reached "financial close" – where work is ready to begin – will still go ahead but schemes at another 715 secondaries and special schools will be stopped.

He said the programme had been too bureaucratic, affected by delays and overspending and had failed to hit its own targets.

While 200 secondaries were meant to have been rebuilt by the end of 2008, only 35 had been completed, with a further 13 refurbished.

In total, 180 schools have now benefited from the BSF scheme. Bradford, Leeds and Sheffield have already built new schools through the programme and both Barnsley and Hull have seen their funding remain in place.

Criticising the nine stages of BSF, Mr Gove told MPs: "It is perhaps no surprise that it can take almost three years to negotiate the bureaucratic process of BSF before a single builder is engaged or brick is laid.

"There are some councils which entered the process six years ago which have only just started building new schools. Another project starting this year is three years behind schedule.

"By contrast, Hong Kong International Airport, which was built on a barren rock in the South China Sea and can process 50 million passenger movements every year, took just six years to build – from start to finish."

Shadow Education Secretary Ed Balls, MP for Morley and Outwood, called the axing of the scheme "a tragedy" for pupils, teachers and parents and told the Commons: "Today is a black day for our country's schools."

A teaching union also voiced disappointment. Malcolm Trobe, policy director at the Association of School and College Leaders, said while the programme was bureaucratic and it was right to review it "they will have created a number of very disappointed school leaders and governors.

"People would have put a lot of hard work and detailed planning into getting their BSF project."

Treasury Secretary Danny Alexander announced the Department for Education must make savings of 1bn.
