New order gives North Yorkshire Police power to ban asbo youths gathering in Colburn

An order designed to tackle serious anti-social behaviour problems will come into effect in a North Yorkshire town next month.

The Public Spaces Protection Order (PSPO), which covers the Colburn and Brough with St Giles areas, will go live on March 19.

It gives police and council officers the power to move groups on, fine them for unruly behaviour and prevent certain activities.

Local people now have the chance to look at the details of the order and the area it covers via the council's website.

A Richmondshire District Council spokeswoman said: "Over the last nine months there have been more than 200 reports of youths behaving in an anti-social way around the Broadway shops area – which has also affected Colburn Library, residents of local flats and the Colburn Business Park.

"It has included underage drinking, verbal and racial abuse, intimidation of younger and older people, abusive language, aggressive behavior and large groups of youths congregating.

"Eggs and other objects have also been thrown at – and into – Broadway businesses and shops."

The two year order will include the Broadway area, Colburn Business Park, the Chase and Albemarle.

It will ban:

behaviour that causes – or could cause – harassment, annoyance, distress or harm;

threatening or abusing people;

congregation in groups and behaving anti socially;

continued consumption of alcohol when asked to stop by an authorized officer;

throwing of objects likely to cause damage, injury or nuisance to people, animals or

buildings.
