Cameron to offer English-only income tax rate

The first ever English Manifesto, to go alongside dedicated Scottish, Welsh and Northern Irish manifestos, will commit the Conservatives to a timetable for introducing English Votes for English laws, setting a target of changing how non-English MP vote within 100 days of a Conservative Government forming.

The manifesto will highlight already announced Tory policies alongside plans for economic growth in English regions.

The Prime Minister will today say: “Soon English MPs will be unable to vote on the income tax paid by people in Aberdeen and Edinburgh while Scottish MPs are able to vote on the tax you pay in Birmingham or Canterbury or Leeds. It is simply unfair. And with English votes for English laws we will put it right.”

Mr Cameron will be joined at the manifesto launch by departing Richmond Tory William Hague.

The Leader of the House led efforts to refocus on English lawmaking after the increased devolution promised to Scotland as a result of its independence.

Mr Hague will say: “After running a pilot test of the new rules, we will fully implement our plan within the first year of the new Parliament and apply it to the Budget of 2016.”
