Council chiefs on misconduct charges

A council chief executive and his deputy have been charged with misconduct in a public office, police said.

Michael Anthony O’Sullivan, 54, chief executive of Caerphilly County Borough Council, and his deputy Nigel Barnett, 51, will appear in court next month.

A third man, Daniel Perkins, 48, who worked in the council’s legal department, has also been reported for summons.

The men will appear at Bristol Magistrates Court on April 22.

Nicola Haywood, head of the Crown Prosecution Service’s South West Complex Casework Unit, ruled there was “sufficient evidence and it was in the public interest to charge” the men, a spokesman for Avon and Somerset Police said.

“The misconduct is alleged to have taken place between June and October 2012,” the force spokesman said.

“The investigation was carried out by Avon and Somerset Police at the request of Gwent Police.”

O’Sullivan, of Merthyr Tydfil, Barnett, of Bargoed in Mid-Glamorgan, and Perkins, of Brynmawr, Gwent, will appear at Bristol Magistrates Court on April 22.
