It recommends new roads should be “future-proofed” so they do not need to be altered at great cost as driverless technology develops.

The report from the Lords Science Technology Committee warns the Government against taking a role in developing autonomous vehicles but says it should make it possible for them to be tested in “real world” urban and rural settings in the UK.

Ministers are urged not to be distracted by media attention on driverless cars and to focus on the wider potential benefits of autonomous vehicles in areas such as agriculture.

It also calls for the creation of a Robotics and Autonomous Systems Leadership Council to co-ordinate work in this area across different sectors of the economy.
