Labour criticises Fox inquiry over ‘unanswered questions’

Ministers must inform their Departments when “substantive issues” relating to Government decisions or contracts are discussed without an official present.

Departments must ensure there is no confusion about who is and who is not a member of the official party on Ministerial visits.

Officials must accompany Ministers on all formal visits and meetings where official matters may be raised.

Permanent secretaries should discuss with Ministers whether any acquaintances have contractual relationships with the Department, and ensure there is no actual or perceived conflict of interest.

Permanent secretaries must take responsibility for ensuring proper procedures are followed.
