New levy is proposed on buildings

Developers could face paying a new levy towards roads and other costs if they wish to build across a Yorkshire district as revised proposals are debated in public.

If the new scheme is given the go-ahead, Selby District Council hopes it will raise cash to pay for improvements to roads, flooding measures, to increase the amount of open space and other infrastructure.

Public talks are now being held on revised proposals for a community infrastructure levy (CIL) on new buildings.

The CIL proposes a charge of £25 per square metre on new housing in the south of the district and £45/sqm in the north. The main difference is that the £10/sqm charge on “all other types of development” has been scrapped. The rest of the CIL remains as proposed but it is made clearer that flats are exempt from the rates. Andrew McMillan, the council’s policy officer said: “The proposals strike a balance between the need for infrastructure funding with developer’s ability to pay without preventing the development.”

A public consultation is now taking place until August 25. People can visit their local library or the Access Selby customer contact centre in Selby for more information and to take part.
