The team endorsed initiatives such as the stronger communities and living well programmes, which seek to build resilience in communities.

The report also remarked on the authority’s “very sound financial position” and a “tremendous grip of its budget”.

Council leader County Coun Carl Les said: “We are very proud of what we do in North Yorkshire, and we are delighted to receive such a ringing endorsement of our leadership, our staff and our excellent services from members of other authorities.

“This is a time of unprecedented change for North Yorkshire as we move forward into devolution, and the peer review shows we are well placed to drive forward growth, innovation, partnership and excellent services in every part of our county.”

During their visit, the review team spoke to 140 people, and looked at five key areas: understanding local place, leadership of place, organisational leadership, financial planning and viability and its capacity to deliver.

Chief executive Richard Flinton said: “The reviewers have confirmed what we believed, which is that our staff have a passion for the county, they understand our communities and are a loyal and committed workforce.”
