Take Leeds as an example. New figures show that the city council has issued £30m in parking fines in the past five years. Yet, while irresponsible parking should be punished, this appears to be another example of drivers being treated as an easy revenue-raising source.
Perhaps it will explain more clearly precisely the income from fines is being spent. For, while some will say that this approach is leaving the local economy out of pocket, others will argue that the money could, in fact, be a downpayment on long-overdue transport improvements in the city.
