Resident fined £500 for fly-tipping

A WOMAN who paid a group of youths £10 to dump her rubbish has been fined more than £500 for fly-tipping.

Kelly Anne Rayns, of Frampton Close, Hull, paid the boys to take away an assortment of rubbish including garden and household waste, toys, a wooden pallet and a supermarket trolley.

But environmental health officers found the rubbish dumped at another property in the street – including correspondence with Rayns’s address on it.

She admitted breaching her householders’ duty of care at Hull Magistrates Court and was fined £525 and ordered to pay £225 costs and a £15 victim surcharge.

Coun John Hewitt, city council portfolio holder for neighbourhoods and families, said: “The moral of this story is always to use a registered waste carrier or use Hull City Council’s waste collection services.

“There is no excuse for this type of behaviour, especially when the city has one of the most comprehensive free waste collection systems in the country. Furthermore, householders who don’t recognise their responsibilities must be prepared to face the consequences because the council will always take action.”
