Firefighters have been keeping watch over the site in Waterloo Lane, Bramley since the fire was brought under control on Tuesday morning.
The building was fenced off ready for demolition, but work has been unable to start.
West Yorkshire Fire and Rescue Service said this morning that crews from Hunslet and Stanningley had been there overnight putting out small pockets of fire.
A spokeswoman said: “A decision regarding the demolition of the building is pending and involves various agencies.
“A fire crew will be checking the site every four hours throughout today to ensure safety.”
Firefighters from 22 different stations were involved in tackling the blaze, which began on Monday at around 8.40pm.
Ten pumps, an aerial applicance and support units were on site at the height of the fire.
