Transport Secretary Philip Hammond warned trade unions that the rail network needed to modernise and issued a blunt message to striking Tube workers that the London Underground was not "exempt from change".

In a keynote speech he set out plans to build two branches to the planned new 33 billion high-speed rail network north of Birmingham and confirmed he will scrap the M4 bus lane.

He used his speech to condemn the striking Tube workers who were “inflicting misery on millions” in the capital, adding: “All our railways have to modernise.”
