Comments sought on revised city centre licensing policies

The City Council in Leeds is seeking the views of residents and organisations on licensing in the city.

The council has responsibility for licensing bars, pubs, clubs, nightclubs, hotels and takeaways in the city for the sale of alcohol, regulated entertainment and late night refreshment.

Under the Licensing Act 2003, each licensing authority is required to develop, consult on and publish a statement of its licensing principles, and then review that policy every three years.

The consultation process will run from today until October 1, and the revised policy document, along with a list of proposed changes, are to be included on the council's website at www.leeds.gov.uk

The council has completely reviewed its current policies for the city centre, Headingley, Hyde Park/Woodhouse, Chapel Allerton and Horsforth and is interested to hear the views of local people and businesses in these areas.

Head of licensing for Leeds City Council John Mulcahy said: "It is important that we review our licensing policy every three years to ensure the correct policies are in place to protect the people in our city.

"Licensing regulation not only keep businesses accountable, but help with the prevention of crime, and increasing public safety.

A pioneering scheme to cut Leeds city centre violence has been hailed a success.

The street marshals project in Leeds saw the city neighbourhood policing team and door staff from licensed premises again on the streets to reduce violent crime. By working together the aim is to reduce the number of incidents of violence by dealing with any issues at the earliest opportunity, and avoid making arrests where possible.

The project is unique because the street marshals are funded entirely by city centre licensees, rather than by West Yorkshire Police or partner agencies, making it the only scheme of its type in the country.
