Doctor struck off over ‘repeated dishonesty’

Mohammed El Muiad showed “repeated dishonesty” by claiming payments for working in more than one hospital at the same time, a General Medical Council disciplinary panel found.

He submitted fraudulent time sheets on 10 days between August 2008 and June 2009 while he worked as a locum consultant and registrar at four sites including Pontefract General Hospital and Dewsbury District Hospital.

Panel chairman Richard Davies said: “By undertaking two shifts simultaneously at two different hospitals, Dr El Muiad left one site without appropriate on-call senior cover.

“This is of particular concern when he was covering a registrar post at Dewsbury District Hospital while he was covering a consultant post at Pontefract General Hospital.”

The panel said a registrar was the most senior doctor on a ward, and Dewsbury would have been without senior cover if El Muiad had been called away to an emergency in Pontefract.

El Muiad, who formerly worked in North Lincolnshire and Goole, was suspended from the medical register for six months in 2005 for “forms of dishonest conduct that were strikingly similar”, the panel heard.

He accepted a police caution, but his name was restored to the register following a review in 2006.
