Major homes plan for village to be approved by councillors

Outline proposals for a maximum of 160 homes to be built on land next to the site of the Crosslee factory in Hipperholme, near Halifax, were backed by councillors last year.

Now more detailed design plans have been submitted to Calderdale Council by developers Persimmon Homes and Crosslee for 147 houses.

The application will be discussed by members of the council’s planning committee on Tuesday.

A report prepared for committee members said the site is in an 11-acre field on the south side of the village.

Nearby was an industrial area, while the site is separated from green belt countryside by St Giles Road.

Ten letters of objection, including a petition, have been received by council officers, which raise a number of concerns including fears that the development will be detrimental to the area, concerns there are not enough spare school places to cope with the number of families that will move in and fears about construction and traffic noise.

The scheme proposes a mix of 147 detached, semi-detached and terraced houses which is 13 less than originally planned.

When outline permission was granted last year it was agreed that access to the site would be from Sprout House Lane.

Councillors are being recommended to approve the proposals when they meet, subject to conditions being agreed.

Officers say a number of conditions were also agreed when the outline plans were passed.

In conclusion, Geoff Willerton, Calderdale Council’s head of planning, said: “The proposal is considered to be acceptable subject to the conditions specified...”
