What was point of Yarm vote?

PEOPLE voted on whether Yarm, which is currently in Teesside and under Stockton-on-Tees Council, should have the boundaries moved, putting Yarm back into Yorkshire (as they were in the pre-1974 counties) and a majority voted for Yorkshire and being under Hambleton District Council. Councillors have now decided that Yarm is to remain in Teesside. What is the point of introducing a vote and then withdrawing the option?

HOW refreshing to hear Tam Dalyell, the former Labour MP, advocate the return of the county councils. He’s clearly still a man of pragmatism and principle.
