Private enterpriseplans for Cubans

Cuba's communist leaders who are set to lay off thousands of government workers have detailed a plan for them to form private co-operatives or set up their own small businesses in transport or house rental.

The plans are laid out in an internal Communist Party document. Cuba has announced plans to cut 500,000 state workers by March 2011 in the most sweeping reforms since President Raul Castro took over from his brother in 2008.
