Rival developer seeks permission for petrol station near Beverley

Months after plans for a 24/7 petrol station and store were refused on the Killingwoldgraves Roundabout, near Beverley, a second developer is seeking permission for another one close by.

Councillors will be asked on Monday to decide plans by Lovel Capital Projects Ltd, for a petrol station, retail store and employment units on Killingwoldgraves Lane, near Bishop Burton.

There have been nearly 40 objections, including from the parish council, which claims it will lead to shops closing in three villages "ripping the heart out of communities".

The parish council also fears the proposed four "employment" units on the 1.7 hectare site will end up as fast food or retail outlets.

Other concerns include it blighting an important entrance to Beverley, increasing urbanisation, light pollution and litter.

The development would generate nearly 200 two-way vehicle trips at peak times, and a report going to councillors say transport policy officials have "some concerns over the future impact of the development" on the roundabout, which the council recently spent £4m upgrading.

In November East Riding councillors voted against plans for a petrol station and store on a greenfield site 175 yards away. Developers BP Oil are appealing.

Planning officers are backing the latest plans, saying the location is "sustainable and accessible".

They say the latest brownfield site is in a “preferable location”. The site, formerly housed a wallpaper factory, which was destroyed by fire in 2009 and later demolished.

The nearest petrol station to the west is eight miles away on the A1079.

There are concerns it will compete with shops in Bishop Burton, Cherry Burton and Walkington.

However the planners state that "the viability and vitality of local shops would not be likely to be significantly or detrimentally affected by the retail element".

There have been "extensive discussions" with the highways department and revised details submitted, including a new pedestrian and cycle path to link with the a bus stop on the A1079.

It is proposed that Killingwoldgraves Lane would be widened.

Subject to discussions about off-site highways works being resolved and appropriate conditions, "it is considered that the proposals would not have a severe impact on the operation of the highway network or the Killingwoldgraves roundabout".
