The 19-year-old Chelsea starlet – the Millers’ tenth summer signing – arrives in South Yorkshire with a garlanded reputation, having been tipped by ex-Blues manager Jose Mourinho to play for England one day.

The immediate priority of the winger – who has made one first-team appearance for Chelsea and has joined on a season-long loan – will be making an impact with the Millers, who face the second leg of a daunting away double-header at Brighton tonight.

Stubbs, who says that the Millers could break their transfer record again before the closure of the summer window, having already spent just under £500,000 to bring in Peterborough’s Jon Taylor, said: “We are delighted we have been able to take one of Chelsea’s rising talents.

“Izzy is only going to be a positive for us and is a really attacking player who brings pace and power for us, which is something I have wanted to try and add to the forward area.

“He is type of player who gets fans out of their seats. He is a very exciting talent. Chelsea see him as one of their stars who could potentially play in their first-team.”

Stubbs will make a late decision on the fitness of defender Kirk Broadfoot ahead of kick-off.
