116-year-old former woollen mill could be converted into apartments
13 Harris Street was converted into office space in the 1990s, and has recently been sold.
Upper Seymour Investments Ltd has now informed Bradford Council that it intends to convert the building into 14 apartments through “permitted development” – a planning rule that allows empty office space to be converted to residential without the need for planning permission.

The flats would be a mix of one-bed and studio apartments.
Bradford Council will only be able to block the development if officers believe the flats will lead to serious highways or environmental health concerns.
