Developer reveals plans for Harrogate Council’s former offices

The developer who bought Harrogate Council’s former offices is to submit a planning application to turn the building into offices for multiple occupancy.

Impala Estates bought the building at Crescent Gardens in January this year.

The plans include adding a further two floors and incorporating meeting rooms, a gym, shower facilities and a roof garden restaurant. The meeting rooms will include the spaces previously used as the council chamber and Mayor’s parlour, which, together with the restaurant, will be available for use by the public.

James Hartley, from Impala Estates, said “Our aim is to bring the building back into use by developing it in a sensitive way that fits in with the diverse architecture in the surrounding area. We hope to create flexible office and public space in a central part of town.”

The new plans for the building, which had been used by Harrogate council from the 1930s until 2017, follows the collapse of Harrogate property developer Adam Thorpe’s failed £75m vision to convert Crescent Gardens into luxury apartments.

In December 2017, Mr Thorpe revealed his development would include luxury apartments with prices of up to £12m each.

Less than two years later in June 2019 after a series of delays, Harrogate Borough Council put the 37,900 sq ft building at Crescent Gardens back on the open market.
